Statement of the ANC Free State Special Extended PEC Meeting

The ANC in Free State today held a Special Extended Provincial Executive Committee (PEC) and extended the invitation to the five (5) Regional Executive Committees in the
province. The Special PEC received a report of the Special National Executive Committee (NEC) meeting which was held on 22 nd September 2017. The Report outlined the roadmap towards the 54 th ANC National Conference, which is scheduled to be held in December this year, with particular focus on the convening of Regional and Provincial Conferences.

After deliberating upon the guidelines on the administrative aspects of the conference preparations, the Special PEC resolved that both the PEC and/or REC shall send a
deployee to oversee the Bi-Annual General Meetings and Branch General Meeting which will elect branch leaders, nominate candidates for the National Conference as
well as elect delegates to the Provincial and National Conference. The BGM’s shall sit between 14 th October and 29 th October 2017.

The meeting resolved that the Free State shall hold its Conference during the month of November 2017, pending the finalization of administrative issues from the ANC
National Office. This follows the communiques sent to provinces by the Secretary Generals’ Office as well as the Report of the Special NEC. The meeting further
reaffirmed the importance of the provincial leadership to review its mandate, as well as to dispel the myth that the province is not ready for a Conference.

The ANC in Free State wishes to state categorically that the leadership has been ready to host the Provincial Conference since May this year, when its mandate ended. The
PEC was forced to postpone the Conference, which was scheduled to take place on the 10 th until the 13 th August 2017, due to outstanding matters which needed to be finalized by the ANC Head Office, including finalization of membership audits, which were only finalized earlier this month. Due to the fact that the PEC had already prepared logistics for a Conference, it then resolved to convert that Conference into a Cadres Assembly.

The PEC emphasized that lobbying must be democratic and urged all those who are lobbying for leadership positions to engage one another within the spirit of political
maturity and revolutionary unity. The PEC emphasized that those lobbying for leadership positions must always avoid assassinating characters of those they disagree
with.

The Sub-Regions of the ANC shall call all Branch Executive Committees to appraise them of the outcomes of the Special NEC meeting as well as to outline processes for
convening Bi-Annual General Meetings as well as BGM’s in preparation for the Provincial and National Conferences, as well as the outstanding Xhariep Regional Conference. These Sub-regional Councils shall be convened between the 30 th of October and the 02 nd November 2017.

Metsimaholo By-Elections

The Special PEC further affirmed its intention to ensure that the ANC emerges victorious in the upcoming Metsimaholo-By- Elections, scheduled to be held on 29
November 2017. The outcomes of the recent by-elections held in Free State and elsewhere in the country are a confirmation of the confidence that the masses of our
people still have in the ANC. After 105 years of existence, the ANC remains a party of choice amongst the majority of South Africans.
